How can I lose weight and build muscle fast?

I am 5'1 and 125 I have a small frame. I want to be 100-110 by my 18th birthday on Nov. 8th. I thought about the "anorexic diet" but I am too much of a food lover to starve. Also, I only have an hour or so a day to dedicate to working out in addition to the 5 miles or so I walk a day. I eat about 2,000 calories a day and stick pretty close to my current weight maybe fluctuate a pound or so in either direction. I eat pretty healthy lots of fruit, veg, lean meats, etc just A LOT! lol. and my downfall is carbs! I love em! any alternatives?Any tips? exercises? I thought of doing the insanity workout, has anyone tried it? Any info would be appreciated. Thanks!
